Policies

Board of Regents Transfer and Articulation Policy
Comprehensive policy describing the parameters for pathways to transfer from the community colleges to the state universities and Charter Oak State College within the CSCU system.

Board of Regents Policy Statement on Associate Degrees
Description of the types of associate degrees at the community colleges – career, transfer, and general – within the CSCU system based on system mission and state statute.  Requires clear information be provided about the purpose of each associate degree.

Transfer and Articulation name and local status of pathway transfer degrees
Describes the name of the TAP degrees; addresses management of these degrees at each college.  TAP transfer degrees can be combined with existing career degrees or aggregated with other TAP degrees for purposes of viability and/or review.

Framework for Community College Designated Transfer Degree Program Requirements (Framework30)
Agreed upon framework for 30 credits of general education required of all TAP degrees specifying eight required categories (section A, 24 credits)) and two categories (section B, 6 credits) that are chosen from a specified list by each college.  This framework will be revisited as part of the consolidation of the community colleges into a single community college.

Protocols

Implementation Policy
This document outlines the plan for the implementation of the Transfer and Articulation Policy (TAP) approved by the Connecticut Board of Regents for Higher Education in March 2012.

Protocol for system-wide approval of “CSCU Pathway Transfer A.A. / A.S. Degree:  [Discipline] Studies”
Step-by-step description of the process for approving degrees, from the development of each pathway by faculty work groups to approval by the BOR.  This process follows a modified college governance process.

Common Packages for transfer of the Framework30 as a block to each of the CSUs and COSC
Details the 30 credits that will be counted as complete at the receiving institution when the student transfers.  These 30 credits transfer as a block and not as course-by-course or category by category.

Clarifying the CSCU Pathway Transfer Degree Options (for majors that do not have a designated Transfer Ticket)
This document describes options for transferring into baccalaureate majors that will not have dedicated TAP pathways; for instance, students wishing begin the Meteorology major at WCSU can follow the Physics Transfer Ticket at the community college.

Additional General Education Courses for TAP Pathway30 (Creativity and Global Knowledge)
Each TAP pathway faculty work group can choose to require up to 6 additional credits of general education courses.  This document describes the additional categories and the process for vetting courses to meet them.  Includes forms for submitting vetted courses.

Course substitutions / retroactive protocol
Describes the guidelines and restrictions for making course substitutions specifically within Transfer Tickets.  Also describes receiving courses from non-CSCU schools into the Framework30 and Pathway30.

System Consortium / Cross Registration Agreement
Details the circumstances in which a student can take a course not available at the home institution at another CSCU institution.  This Agreement makes specific exceptions for Transfer Ticket students.

Guide for general education I and II lag time
Describes how to ensure students receive full credit and transfer of additional general education courses that were taken before the policy described above was implemented.

Protocol for transfer between community colleges of courses within the TAP Framework30
Each community college has vetted its own set of courses to fulfill Framework30 categories.  This document describes how to transfer Framework30 courses between community colleges to ensure students lose as few credits as possible.  This protocol will be revised to include the additional general education courses required in some Transfer Tickets.

TAP student provisional and reverse transfer protocol
TAP students receive a different transfer audit at the state universities and Charter Oak State College than non-TAP students do; this protocol describes how to receive students who have not completed a TAP degree before being advised at the state universities and Charter Oak State College.

Protocol for awarding credit to multiple transcripts for TAP students
Describes how the state university and Charter Oak State College transfer audits will receive courses from multiple transcripts that applied to the completion of a TAP degree.  The state university and Charter Oak State College will honor the community college graduation audit for the 60 credits required for the TAP degree.
